How Can There Possibly Be No Points Of Order In The House Of Lords?

Of all the puzzles (and even strict mysteries?) of Brexit today’s House of Lords session was superlative. How can there be no points of order allowed? Even if the UK constitution is not truly unwritten–it seems codified but diffuse and decentralized, to be polite–how can Parliamentary supremacy really work if the Lords permit no points of order? “Adjourn during pleasure” on the other hand is proof positive that Britain remains a superpower of euphemism.
